The panel began with a speech by Marek Narewski from the Inspectorate for the Development of Regulations of the Polish Register of Shipping S.A., entitled "Development of PRS Rules for underwater technology equipment and systems as an important element of the underwater domain security of the Polish Exclusive Economic Zone (EEZ)". In it, he discussed the history of the institution and the cross-section of its activities in the field of certification of ships and ships. In the latter case, participation in the construction of ships built for the Polish Navy was of particular importance, including the patrol corvette ORP Ślązak, project 258 minehunters, or the latest patrol vessel for the Maritime Border Guard. The speaker also discussed the issue of creating rules and regulations regarding the construction and approval of aspects related to shipyard works, including subsequent stages of construction of marine units. PRS has many years of experience in this matter, striving to gain international importance as a proven classifier of marine units, in a situation where such respected classification societies as eg the Norwegian DNV are also active on the market. This competition is also a subject of discussion, as the currently built ships of the "Delfin" program are certified by the Norwegians, and the "Miecznik" by the British, but in the latter case, the question of the participation of the Polish classifier is to remain open.
Paweł Krężel, Deputy Director of the Maritime Economy Department at the Ministry of Infrastructure, mentioned that maritime investments amounted to over PLN 400 million. He mentioned the modernization and purchase of ships for maritime institutions, including rescue and anti-pollution vessels on the water. Their implementation is planned for 2026-2027.
Lieutenant General Izabela Cigert, Deputy Head of the Border and Maritime Department, spoke about investments in MOSG, the second largest Polish naval formation. She also mentioned the largest in the history of this formation, i.e. the construction of a patrol ship, which is to enter service in September this year. In addition, the formation is to be enriched with two new hovercrafts that will operate on the Vistula Lagoon. In addition, repairs of quays and berths for surface vessels, new surveillance and secret communication systems, as well as the purchase of land equipment, including vehicles for moving in difficult terrain, are planned.
"The cost of the investment currently amounts to PLN 200 million. Along with the changes and development of investments, there is also the issue of expanding recruitment for service in MOSG in order to develop staff. This applies to educational campaigns, such as visits to schools and universities, as well as open days and the creation of information stands during various events to reach with the offer both young people facing the choice of a professional path and others who want to fulfill themselves professionally in a uniform" said the lieutenant SG.
The deputy director of the institution, Jerzy Kiszczak, spoke about the state and development of the Maritime Search and Rescue Service. He pointed out that this is a program calculated for nearly 10 years, under which the SAR fleet is to be modernized, which means both the purchase of new surface vessels and the modernization of existing ones, as well as investment in personnel and equipment on land.
"The most important thing for us is to modernize the fleet, build a multi-purpose vessel, upgrade and modernize the equipment we have. In the future, we also want to use new technologies, including unmanned ones. They would make it possible to increase the effectiveness of searches at sea. We are also talking about the development of land infrastructure, its expansion, or the purchase of cars and other equipment. It is time to move forward to be able to meet the current challenges", noted Jerzy Kiszczak.
