The Kołobrzeg Sea Port, responding to the needs of its residents and tourists visiting the resort, will build a parking lot. The facility, to be built in the area of the transshipment port, will be designed to minimize the impact of port activities on city life. The Port Authority has just signed an agreement with the tenant and contractor of the investment.
An important task for the Port Authority is to secure the operation of the resort and holiday activities and port activities. In order to respond to the expectations of residents and tourists, the Port Authority of Kołobrzeg sp. z o .o. decided to create a safety buffer in the form of building a complex of facilities on the border of the port, with complementary functions for contractors and port users, which will neutralize the impact of the two areas on each other. The development will be built in the cargo port area and will minimize the impact of port activities. As part of the preparation of the investment, the Company in 2021 commissioned an investment project analysis with market consultations, and finally in July 2022 announced the proceedings-negotiations for the first stage of the development along Port Street (a multi-story parking building). Phase two will be implemented at a later date.
This is an innovative investment formula for the Port Authority of Kołobrzeg sp. z o.o., as it involves the first hybrid procedure that has been carried out based on the principles of partnership between a private partner and a municipal company. The idea behind the investment is for a private entity to build a multi-story parking lot on Portowa Street and manage it for a specified period, as part of a lease agreement with Port Authority Kołobrzeg sp. z o.o. The total cost of constructing the parking lot will be borne by the private entity. The Port Authority of Kołobrzeg sp. z o.o. under the agreement provides the land for the construction and management of the parking lot. Upon completion of the lease agreement, the incurred expenditures will become the property of the Kolobrzeg Sea Port Authority sp. z o.o. as the lessor.
As a result of the announcement of negotiations in the first stage of the proceedings, three bids were received: Interparking Polska Sp. z o.o., the consortium of Indigo Polska S.A. and 2B Sp. z o.o.. Negotiations to select a tenant were conducted in three areas: the business area, in which the general assumptions of the project were discussed, the technical area, in which the applied design solutions of the investment were discussed, and the legal area, in which the individual terms of the agreement were discussed. The final offer was received by the Company on 28/04/2023 from Interparking Polska Sp. z o.o., which is one of the key operators of parking systems in Europe. Interparking Polska sp. z o.o. is present in nine countries, viz: Belgium, the Netherlands, France, Germany, Austria, Italy, Spain, Poland and Romania. On May 11 this year. Kołobrzeg Seaport Authority z o.o. signed an agreement with Interparking Polska Sp. z o.o.. After obtaining the approval of the Minister of Infrastructure for the lease of the land and a building permit decision from the West Pomeranian Provincial Office in Szczecin, construction of the parking lot will begin, with completion expected within 24 months.
